Allow fixed-step (interpolated) animation in subscribers

      Feature request from this forum post:

      User would like to animate the subscribers (OrbitView) in fixed-step mode, instead of just replaying the integration steps.

            Labeled this improvement as 'CCB' per new instructions so that CCB can see it and then triage it.

            This is a difficult issue because of attitude. We can interpolate orbit data easily enough, but interpolating the attitude data correctly in all cases is almost impossible and we would have to do a lot of work to be able to go back and compute attitude a new time steps.

            Another option is to display last attitude and document. Still work for interpolation.
