Relative GMAT_FUNCTION_PATH paths don't work on Windows

      Description

      Setting GMAT_FUNCTION_PATH (and MATLAB_FUNCTION_PATH) to a relative path in the startup file isn't working, at least on Windows. Setting these to absolute paths (C:\...) works fine.

              I tested using relative GMAT function path and it seems to work with the latest build.
